Mrs. Cinda Lee Tarbert, born June 16, 1956, in Baltimore, Maryland, was a woman whose life was defined by hard work, a beautiful home, an unmistakable love of family, and the ability to bring a little extra warmth to everything she touched.

Born to the late Donald Jennings, Sr. and Joann Burke, Cinda was the love of William “Bill” Tarbert’s life. Their love and the family they shared remained at the center of her world.

Cinda was a devoted stepmother to Bill Tarbert and his wife Jeanine Gross, and Amie Souder and her husband, Stephen Souder. She was a proud and loving grandmother to Alyssa Badders, Abigail Woods, Noah Tarbert, Logan Tarbert, Samantha Souder, and Zach Souder. Nothing brought Cinda more happiness than time spent with the people she loved, and family was, without question, her greatest treasure.

She is also survived by her stepmother, Pearl Jennings; her sisters, Dawn Craig and her partner, Kurt Manderbach; Sherrie Sommer and her partner, Larry Seymour; and Jeannie Walker and her husband, Brandon Walker; and her nieces and nephews, Howard Craig IV, Matthew Craig, Brittanie Sommer, William Sommer, Jr., Joseph Richardson, and Steven Richardson. Cinda also leaves behind many beloved great-nieces and great-nephews, along with an extended family and a wonderful circle of friends whose lives were made better simply by knowing her.

For more than 30 years, Cinda worked for Giant Food Stores, where she served as a Seafood Manager. To simply say that Cinda had a strong work ethic would be an understatement. She could—and often did—run circles around anyone who tried to keep up with her. She was tough, determined, dependable, and never afraid of hard work. If there was a job to be done, Cinda did not stand around waiting for someone else to handle it. She rolled up her sleeves and got it done, usually faster than everyone around her.

But there was another side to Cinda that could be seen the moment you stepped into her home.

She loved flowers. She loved decorating. She took tremendous pride in keeping a beautiful home and an amazing porch, making every season feel just a little more special. And when Christmas came around—her absolute favorite holiday—Cinda was in her element. Christmas was not simply another date on the calendar for her. It was a chance to decorate, celebrate, gather together, and create the kind of atmosphere that made a house feel like home.

And if you were fortunate enough to gather in Cinda’s home, there was a very good chance something wonderful was coming out of her kitchen. Cinda was a phenomenal cook, something she took tremendous pride in, and she was an exceptionally talented baker. Preparing food was another way Cinda cared for the people around her. Whether it was a family meal, something freshly baked, or food prepared for a holiday gathering, she loved putting something on the table that brought everyone together. Her kitchen, much like the rest of her home, was a place where love could be felt.

Cinda also had a tremendous love for her animals. She cherished her late cat, Bellah, and adored her pit bull, Dozer, both of whom held very special places in her heart.

Those who knew Cinda will remember a woman who was strong without needing to announce it, hardworking because that was simply who she was, and fiercely devoted to the people she called family. She appreciated the beauty in flowers, the comfort of a well-kept home, the satisfaction of preparing a wonderful meal, the magic of Christmas, and, most importantly, the simple gift of being surrounded by those she loved.

At the end of the day, no matter how hard she worked, how beautiful the porch looked, how perfectly the house was decorated, or what was cooking in the kitchen, family was always Cinda’s greatest accomplishment and greatest joy.

The family will receive friends on Saturday, September 19, 2026, from 11:00 a.m. until 12:00 p.m. at Wagner-Elfner and Harkins Funeral Home & Cremation Services, Inc., 600 Main Street, Delta, Pennsylvania 17314.

A funeral service celebrating Cinda’s life will begin at 12:00 p.m.

Interment will follow in Slate Ridge Cemetery, Delta, Pennsylvania.

Cinda leaves behind a lifetime of memories, a family who loved her tremendously, and countless reminders of a life well lived. Her chair may now be empty, and the holidays may feel a little different, but every flower in bloom, every familiar recipe prepared, every beautifully decorated home, every Christmas light glowing in December, and every family gathering will offer another reason to remember her.

And for those who loved Cinda most, she will never truly be far away.
