Obituary

Vicki Lynn Locklear, of Minot, North Dakota, passed away peacefully at her home on March 19, 2026, at the age of 67, surrounded by her loving family and dear friends who were as close as family. In that sacred and quiet moment, she was welcomed into her eternal home, embraced by her Lord and Savior, and reunited with those who had gone before her.

Born on July 2, 1958, in Minot, Vicki was the beloved daughter of the late David “Rex” James and Maxine James (Brandt). From the very beginning, she carried within her a deep sense of compassion, faith, and strength that would go on to define the way she lived her life and loved those around her.

On August 13, 1983, she married the love of her life, Roger Locklear. Their marriage was not only one of years, but of unwavering devotion — built on faith, commitment, and a quiet, steady love that stood the test of time.

To know Vicki was to know a woman whose greatest title was not found in her work, but in her family. She was a devoted and loving mother to Travis Locklear, Danielle Locklear, Joyce Locklear, and Courtney Locklear, and a proud and adoring grandmother to Chamberlain Locklear, and Amina and Ace Pink. She poured herself into her family completely — offering guidance, strength, laughter, and a love that never wavered.

She is also survived by her mother, Maxine James (Brandt); her siblings Lisa Franca (James) and her husband Bob Franca, David James, Earline Wiseman (Locklear), Elisa Brayboy (Locklear), and Willie Locklear; along with a host of nieces and nephews who will forever carry her memory in their hearts.

She was preceded in death by her father, David “Rex” James; her sister-in-law Joan Locklear and sister-in-law Joyce Locklear; her brother-in-law Mike Locklear; and her brother-in-law Terry Wiseman.

Vicki was a proud graduate of Des Lacs-Burlington High School and continued her education at Northwest Bible College and Minot State College. Her pursuit of knowledge was rooted in something deeper — a lifelong commitment to her faith and to growing into the woman God called her to be.

For 42 years, Vicki dedicated her life to serving others as an elderly and disabled housing manager. This was never “just a job” to her — it was a calling. She cared deeply for those she served, showing up day after day with compassion, integrity, and a work ethic that never faltered. Countless lives were made better simply because she was in them.

Outside of her work, Vicki found joy in the simple, beautiful moments of life — walking, tending to her garden, and traveling on cruises that gave her time to rest and reflect. But above all, she loved her church. Her faith was not just something she believed — it was something she lived. It guided her, strengthened her, and was evident in the way she treated others.

Vicki will be remembered as a woman of deep faith, quiet strength, and unconditional love. She was the steady presence so many leaned on, the voice of comfort in difficult times, and the kind of person who made others feel seen, valued, and cared for.

While her absence leaves an immeasurable void in the lives of those who loved her, her family finds peace in knowing that she is now at rest — her faith made sight, her journey fulfilled, and her soul at home in the presence of her Savior.

Wagner-Elfner and Harkins Funeral Home and Cremation Services, Inc., 600 Main Street, Delta, Pennsylvania, is honored to be entrusted with the arrangements by the family.

The family will receive friends on Thursday, March 26, 2026, from 2:00 PM to 4:00 PM and 6:00 PM to 8:00 PM at Christian Fellowship Church of God, 12909 Eastern Avenue, Middle River, Maryland 21220.

The family will also receive friends on Friday, March 27, 2026, from 10:00 AM to 11:00 AM, with a Homegoing Celebration beginning at 11:00 AM at the church, with Pastor James Allen Gilliam officiating.

Interment will follow at Gardens of Faith Memorial Gardens, 5598 Trumps Mill Road, Baltimore, Maryland 21206.
